PCCL – League Rules

 

Rule book – NCAA – Modified

 

Modifications:

  • There is to be NO / NONE – screaming, yelling, taunting, fighting, insulting or intentional throwing at hitters of or to your opponents. We are all on the same side this summer.  Play with class. 
    • IF this happens, the umpires are instructed to stop the game and call a managers meeting. 
    • Managers are then to be told to make it stop.  If after a warning, this continues, the game will be ended.
    • Umpires – please keep in mind we do NOT want to stop games.  Game termination should be the last resort in a really bad situation. 
    • Managers – please always be aware of your players (and parents) and just stop this type of behavior before it gets out of hand.
  • There is to be NO/NONE screaming or yelling at umpires.  If you don’t like a call – you can calmly talk with the umpires on the field and ask for help. 
    • Managers you are responsible for your parents or spectators in the stands as well.
  • Games are – No new inning after 2:10. 
    • If the first game runs long – the 2nd game has a drop dead time at a total of 5 hours from the start of the first game.
  • 5 hours of field time are allotted for each DH.
  • Games are 7 innings in length
  • Run rule is 10 runs after 5 innings of play
  • Ties are allowed in all league games
    • Playoff games must have a winner.
  • Slide or avoid contact at all times
  • Teams can hit as many hitters in their lineup as they would like.  Each extra hitter is designated as an EH – an EH can hit for the pitchers spot
    • You must start and hit a minimum of 9 players in your batting order.  If you are short on players, you can start with only 8 hitters, and if a 9th player arrives after game time, that player can be added to the bottom of the linup.
    • If you are hitting all position players in your lineup – free defensive substitutions are allowed
    • If NOT hitting all the players in your dugout - Free substitutions are allowed for all players HITTING IN THE LINEUP
    • Substitutes need to enter the game in the batting order (replace another player in the batting order)
    • You can re-enter your starting player, but he has to come back in the same spot in the batting order and replace the player that came in for him previously
    • You can NOT change the number of players in the batting order once the game has started
  • ONLY Run for pitchers and catchers of record at all times – Last batted out if you are hitting all in the lineup.
    • Running for players who are not pitching or catching is not allowed (unless injured)
    • The same runner can NOT run for both the pitcher and the catcher.  You will need a 2nd substitute to run for the 2nd player needing a runner.
  • On the 2nd mound visit of any inning to the same pitcher, the pitcher must be removed
  • A team can request to “Flip” or “role” an inning after a minimum of 9 hitters have batted.  The opposing coach – calls for a “final hitter” of the inning
    • Once a team has “flipped” an inning – they lose their right to WIN the game – the best they can do from that point is a TIE
    • If both teams end up “flipping” an inning – the game continues to play to completion but it is recorded as a TIE in the standings.
    • A manager can NOT call to flip an inning if they are winning at that time.
  • 3B/1B or 1B/3B pick off moves are NOT allowed
  • For each Double Header – team 1 is the home team in game 1 and then team 2 is the home team in game 2.
  • Teams not showing up for or forfieting games should be avoided at all costs.  This is NOT OK with the league.  It is really unfair to the other team, umpires and the league when teams forfiet games.  IF teams forfiet more than 2 games in any season, their team will be removed from any playoff games.  Their entry into the league in future years may be limited or prohibited.  Players play in this league to get their reps. Cancelling any games is never ok.  We want to be clear on this in the loudest of terms.

 

Rosters:

  • Teams are required to submit to the league a roster to begin the season. 
  • Rosters are OPEN throughout the season.  Teams are allowed to add players at any time. 
  • ALL eligible players for that game must be listed on the lineup card at the start of the game.
    • All added players must be reported to the league and designated to YOUR roster for the season.
    • Any player on another team's roster can not play for a 2nd team during any game during the season or playoffs
    • Clubs with multiple teams in the league - designate each player to ONE of your rosters.
  • Eligible players will be 23 years old or younger
    • Players with ANY professional / independent professional playing history are NOT allowed to play in the league
    • Players must have College Eligibility remaining or are in the summer of their final year of college eligibility
  • For playoff games - teams are allowed to add players that HAVE NOT already been on another team's roster in the league.
    • This applies for organizations that have more than 1 team in the league
    • Players will be assigned to an organization at the team level.
